Loud monkey chants were directed and hurled at Spurs players Jermain Defoe, Aaron Lennon and Andros Townsend during the match which ended in a 0-0 draw.
The return-match will be played at the Stadio Olimpico when Lazio FC hosts Tottenham Hotspurs on November 20.
